How to Measure Flour Correctly
Stir the flour in the bag to loosen it, spoon it lightly into a dry measuring cup until it mounds over the rim, then level the top with the flat back of a knife. Don't tap, shake or pack. That's the spoon-and-level method, and it gives you 125 g per cup of all-purpose flour.
If you dip the cup straight into the bag instead, you get about 145 g. If you sift first, about 115 g. Same cup, same flour, three answers.
That's a 26% swing across methods, and it's the single biggest source of unexplained baking failures.

The number nobody agrees on
Here's something you won't read on most flour-measuring pages, and it's the reason this one exists.
There is no agreed-upon weight for a cup of all-purpose flour. Published figures range from about 113 g to 181 g depending on which source you check. That's a 60% spread on the most common ingredient in baking.
Most articles pick a number, state it as fact, and move on without telling you there's a disagreement or where their number came from. That's the part that hurts you, because when your cake comes out dry you have no way of knowing whether you measured wrong or the recipe assumed something different.
So here are the actual sources, named.

The very low and very high ends of the published range come mostly from unsourced online converters that appear to have inherited a number from somewhere and never checked it. If you weigh a cup of flour in your own kitchen using any of the three real methods, you will land somewhere between about 113 g and 150 g. You will not get 181 g without deliberately compacting the cup.
Our default across this site is 125 g per cup, spoon-and-level, because that's the convention most US recipe writers use and it matches the USDA reference figure. Every calculator here uses that number, and every article on this site uses it too, so nothing on the site will ever contradict itself.
How to tell what your recipe assumed
You can't always know for certain, but these tells get you close:
- If the recipe gives grams, use the grams. Ignore the cups entirely. The grams are what the author actually measured and everything else is a conversion they did for you.
- If it's from King Arthur or their site, it's 120 g. They publish it and they're consistent about it.
- If the recipe says "spoon and level" or "fluff, spoon, level," it's 120 to 125 g.
- If the recipe says "scoop the flour," or is an older American cookbook, assume 140 to 145 g. Scoop and sweep was the standard for decades and plenty of family recipes still assume it.
- If it says "1 cup sifted flour," sift first, then measure. That's 115 g. If it says "1 cup flour, sifted," measure first, then sift. That's 125 g of flour that you then sift. The word order is not a typo, and the two mean different amounts.
- If there's no signal at all, use 125 g. It's the middle of the realistic range, so the worst case is a small miss in either direction rather than a large one.
How to measure flour: the three methods, done properly
Method 1: spoon and level (125 g, use this one)
- Stir the flour in its bag or bin with a fork or a whisk. Flour settles and compacts, so you're breaking that up first. This step is the one everyone skips, and it's worth 5 to 10 g on its own.
- Spoon the flour into a dry measuring cup. Use a regular spoon and let it fall in loosely. Don't press, don't shake the cup to settle it, don't tap it on the counter.
- Overfill so it mounds above the rim.
- Level across the top with the flat back of a knife or any straight edge, in one pass. Let the excess fall back into the bag.
Result: 125 g, reliably, within a couple of grams.
Method 2: scoop and sweep (145 g)
- Dip the measuring cup directly into the flour.
- Push it forward so the cup fills completely.
- Sweep the excess off the top with a straight edge.
The act of pushing the cup through the flour compacts it. That's where the extra 20 g comes from.
This isn't a wrong method, it's just a different one. Scoop and sweep is the correct method for a recipe written around it. The failure isn't the method, it's the mismatch between your method and the recipe writer's.
Method 3: sifted (115 g)
- Sift the flour through a sieve or sifter onto a sheet of parchment.
- Spoon the sifted flour lightly into the cup. Never scoop sifted flour, because it recompacts instantly.
- Level with a straight edge.
Sifting forces air between the particles, so a cup holds noticeably less flour by weight. Used mainly in cake recipes, where the aeration itself is part of the technique.
Why the difference actually matters
Twenty grams sounds like nothing. Here's what it does.
Take a cake recipe calling for 2 cups of all-purpose flour and 1 cup of milk (240 g).

The gap between the lightest and heaviest is 60 g, which is nearly half a cup of flour. That's not a rounding error, it's a different recipe.
Hydration is what determines crumb. At 96% you get a tender, moist cake. At 83% there isn't enough water to fully gelatinize the starch and the extra gluten protein tightens the crumb. It bakes, it just isn't good.

Worked example: what 1 cup of flour weighs, measured five ways
Here's the kind of test worth doing once in your own kitchen with your own bag of flour and your own cup. Weigh the empty cup, tare, then fill it each way and record the number.
A typical set of results for all-purpose flour from a bag that's been open a few weeks:

Range: 42 g, or 36% of the smallest measurement. Every single one of those is somebody's honest attempt at "one cup of flour."
Attempt 3 is the one worth noticing. Same technique as attempt 2, just without stirring the bag first. That's 7 g of difference from one habit, and it's why the stir step is in the instructions above.
Now run it forward. A recipe with 3 cups of flour, measured attempt-5 style instead of attempt-2 style, is off by 102 g. That's more than three-quarters of an extra cup in a recipe that asked for three.
Why a scale ends the problem permanently
A kitchen scale doesn't measure better than a cup. It measures unambiguously, which is the part that matters.
125 g is 125 g whether you're tired, whether the bag is new or old, whether it's humid, whether your hands are heavy that day. There's no technique to get wrong.
The practical wins:
- Fewer dishes. Put the mixing bowl on the scale, tare, add flour, tare, add sugar, tare, add cocoa. One bowl, no measuring cups.
- It's faster. Pouring to a number beats spooning and leveling three times.
- Scaling a recipe becomes arithmetic. Two-thirds of 250 g is 167 g. Two-thirds of 2 cups is a small argument with yourself. Our recipe scaler does the math in grams.
- Recipes become repeatable. When a bake goes well you can reproduce it exactly. When it goes badly you know the flour wasn't the variable.
What to look for in a scale
- 1 g resolution. Anything coarser is useless for leavening and salt. 0.1 g resolution is nice for yeast and spices but not required.
- 11 lb / 5 kg capacity. Enough for a full mixing bowl plus contents.
- A tare button that's easy to hit. You'll press it fifty times a week.
- An auto-off you can live with. A scale that shuts off after 60 seconds while you're spooning flour is genuinely infuriating. Three minutes or longer, or one you can disable.
- A flat platform wider than your bowl's base, so the bowl doesn't cover the display.
- A grams/ounces toggle. Grams for everything, but ounces when a recipe insists.
The honest note: a basic kitchen scale is the single highest-return purchase in a home kitchen. Not a stand mixer, not a fancy pan. The scale is what makes every other thing you own produce the same result twice. Basic models from any of the usual brands are accurate to within a gram or two, which is far more precision than baking needs.
Humidity and settling: why the same scoop weighs more from an old bag
Flour is not a stable material sitting on your shelf.
It compacts over time. Vibration from being moved, from a nearby refrigerator, from a bin lid closing, all settle the particles into a tighter arrangement. A bag that's been open for two months packs noticeably denser than a fresh one. The same scoop from that older bag can weigh 5 to 10 g more per cup.
It absorbs and releases water. Flour is hygroscopic. In a humid kitchen it picks up moisture from the air and gets heavier, and a portion of what your scale reads is water rather than flour. In dry winter air or at altitude, the reverse happens.
The effect isn't huge in a home kitchen, generally 1 to 2% of weight, but it's real and it's part of why professional bakeries control humidity.
What to do about it:
- Stir or whisk the flour before measuring, every time. This undoes settling and is the highest-value 5 seconds in the whole process.
- Store flour in an airtight container, not the paper bag it came in. Better for moisture, and better for keeping pests out.
- On a very humid day, hold back a tablespoon or two of liquid and add it if the dough looks dry. Doughs tell you what they need if you leave yourself room to respond.
- Don't chase 1 g accuracy. Being within 3 to 5 g on a 250 g measurement is well inside what matters. The scale's job is to eliminate the 40 g errors, not the 2 g ones.
Not all flours weigh the same
A cup is a volume, and different flours have different densities, so the gram figure changes with the flour.

Cake flour is milled finer and is often chlorinated, which changes how it packs, so it measures lighter and absorbs more liquid than its weight suggests. Bread flour is slightly denser and has more protein, so it absorbs more water at the same weight. Measuring flour without a scale: getting it as close as possible
If you don't have a scale yet, do this:
- Stir the flour in the container. Always.
- Spoon it into the cup. Never dip.
- Level with a straight edge in one pass. Don't saw at it, and don't tap the cup.
- Hold back the last 2 tbsp of the flour, mix the dough or batter, and add it only if it looks too loose. This is the pro move, and it works because you can always add flour and never remove it.
- Measure large amounts in single cups, not by filling a 2-cup measure. Big measures compact under their own weight.
- Use dry measuring cups for flour, the nested kind you level off. Liquid measures with a spout can't be leveled, and eyeballing flour against a line is guesswork.
Done consistently, this lands you within about 5 g of 125 g every time. That's fine. Consistency is most of what a scale buys you.
