Take a standard drop cookie, 2 tablespoons of dough per ball, baked at 350°F on a half sheet pan.
On parchment: ready in about 10 to 12 minutes. Finished diameter lands near 3 inches. The bottom is evenly golden, the edge is set and slightly crisp, and the center is soft. Lift the whole sheet of parchment onto a rack and the cookies cool without sticking.
On a silicone mat: the same dough runs about 12 to 14 minutes, because the insulated base slows the whole bake. Finished diameter lands closer to 3 1/2 inches. The bottom is barely colored, the texture is chewier all the way through, and the edges are softer.
What to change if you're switching to a mat and want the parchment result: chill the dough balls for 30 minutes first, drop the oven rack to the lower-middle position, and add 2 minutes. Where parchment paper is the only right answer
There are jobs a silicone mat simply cannot do, and they come up more often than you'd think.
Lining round and square cake pans. Parchment gets cut to shape. You trace the pan, cut a circle, grease, drop it in, grease again. Making a lifting sling. Two overhanging strips of parchment in a brownie or bar pan turn an impossible unmolding job into one clean lift. Nothing else does this.

Rolling, stacking, and separating. Rolling dough between two sheets, stacking cut cookies with a layer between them, wrapping pie dough for the freezer, lining a container of decorated cookies. Parchment is cheap enough to use once and throw out.
Piping cones and funnels. Roll a parchment triangle into a cone for detail icing work when you don't want to wash another piping bag.

Cleaning and caring for a silicone baking mat
A mat that isn't cleaned properly goes tacky, and tacky mats stick worse than a bare pan. The culprit is polymerized oil, a thin varnish of baked-on fat that soap alone won't shift.
- Wash after every use. Hot water, dish soap, a soft sponge. Never a scouring pad or a knife.

Parchment is oven-rated. Wax paper is not. They sit next to each other in the store and the boxes look nearly identical, so check the word on the box every single time.
Aluminum foil is the third option and it behaves differently from both. Foil conducts heat aggressively, so bottoms brown and can scorch, and dough sticks to it unless you grease it. Use foil for wrapping, tenting, and lining pans you don't want to scrub, not for direct contact with cookies.
So which should you buy first?
If you can only pick one, buy parchment. It does more distinct jobs, it works in cake pans and pie plates and loaf pans, it makes slings, and it's the surface most recipes were tested on. A recipe that says "line with parchment" and gives a bake time was almost certainly developed on paper.
Add a silicone mat second, sized to your sheet pan. The half sheet pan standard is 13 by 18 inches, and half sheet mats run around 11 5/8 by 16 1/2 inches so they sit inside the rolled rim rather than riding up it.
