It depends entirely on whether the recipe means fluid ounces (a volume) or ounces (a weight), and those two are not the same thing. Confusing them is one of the most common errors in baking, and it's the reason a batch can come out 45% short on flour with nobody able to say why.

Fluid ounces to cups: the easy half

Fluid ounces measure space, so this conversion is universal and never changes with the ingredient.

A US cup is 236.588 ml, which is where the 237 comes from. A metric cup, used in Australia and much of Europe, is 250 ml, so it's about 5.6% bigger. That gap is small enough to ignore in a soup and large enough to matter in a cake.

Handy shortcut: fluid ounces divided by 8 gives you cups, and fluid ounces divided by 2 gives you tablespoons. One fluid ounce is exactly 2 tablespoons.

Weight ounces to cups: the half that goes wrong

An ounce by weight is 28.35 g, and it doesn't care about volume at all. So converting weight ounces to cups requires knowing what the ingredient is.

8 ounces by weight of all-purpose flour is 227 g. One cup of flour is 125 g. So 8 ounces of flour is 1.8 cups, not 1.

If a recipe says "8 oz flour" and you pour in one cup, you've used 125 g where 227 g was called for. You're short by 102 g, which is 45% of the flour the recipe needed. No amount of good technique saves that.

Now flip it. 8 ounces by weight of butter is 227 g, which is exactly 1 cup. Butter is dense and packs with no air gaps, so it happens to land right on the folk rule. That's why the rule survives: it's true for a couple of common ingredients and badly wrong for the rest.

How to convert oz to cups the right way

Three steps, and step one does most of the work.

Step 1. Decide which ounce you're dealing with. Liquids in a recipe are almost always fluid ounces. Dry, solid or block ingredients are almost always weight ounces.

Step 2. If it's fluid ounces, divide by 8. Done. The ingredient is irrelevant.

Step 3. If it's weight ounces, convert to grams first (multiply by 28.35), then divide by that ingredient's grams-per-cup from the table below.

Look at the spread. A cup of honey weighs four times what a cup of cocoa powder does, and both fit in the same cup. Any chart that gives one number for "1 cup in ounces" is describing water and hoping you don't notice.

Notice the water row too: a cup of water is 8.3 ounces by weight, not 8.0. The old line about a pint being a pound is off by about 4%. Close enough for stock, not close enough for bread hydration.

The flour column is the one worth staring at. Every single row is wildly different from the sugar and butter columns, which is exactly why "how many oz in a cup" has no single answer.

Worked example: a recipe that uses both kinds of ounce

A British-style cake recipe lists:

Three of those are weights and one is a volume, and the recipe expects you to know which is which.

8 oz flour. Weight. 8 x 28.35 = 227 g. Divide by 125 g per cup = 1.82 cups, so 1 3/4 cups plus 1 tablespoon.

6 oz sugar. Weight. 6 x 28.35 = 170 g. Divide by 200 g per cup = 0.85 cups, so 3/4 cup plus 2 tablespoons.

4 oz butter. Weight. 4 x 28.35 = 113 g, which is exactly 1 stick, or 1/2 cup. Butter is the one ingredient where the conversion is a gift.

8 fl oz milk. Volume, because of the "fl". Straight to 1 cup.

What the mistake would have cost you: reading all four as fluid ounces gives 1 cup flour (125 g instead of 227 g), 3/4 cup sugar (150 g instead of 170 g) and 1/2 cup butter (113 g, which happens to be right). You'd be 102 g short on flour in a recipe that only needed 227 g. The batter would pour like a crepe mix and bake into something flat and greasy, and the flour is the only thing that went wrong.

US vs UK fluid ounces

They're different, and both are called a fluid ounce.

A US fluid ounce is about 4% larger than an imperial one. Where it really bites is the pint: a UK pint is 20 fluid ounces against the US 16, so it's 20% bigger. A recipe calling for "a pint of cream" means noticeably different things on either side of the Atlantic.

The imperial fluid ounce has a neat origin, though. One imperial fluid ounce of water weighs almost exactly one ounce, which is where the whole "an ounce is an ounce" folk rule came from in the first place.

In practice, this rarely matters for UK recipes, because British baking is written by weight. When a UK recipe says "8 oz," it means 227 grams on a scale, not a volume. Modern UK recipes usually give grams outright. The imperial fluid ounce turns up mostly in older cookbooks and in liquid callouts like "10 fl oz of milk," which is 284 ml, not the 296 ml a US reading would give you.

How to tell if a recipe means weight or volume

When it's genuinely ambiguous: default to weight for solids and volume for liquids, then sanity-check the result. If "8 oz flour" read as a cup gives you a batter that looks nothing like the photo, you had the wrong ounce.

Packaged ingredients are the friendliest case. A block of cream cheese, a bag of chocolate chips and a can of pumpkin all print their net weight in ounces on the label, so you can weigh or just use the whole package.

How many oz are in a cup?

8 fluid ounces, always, for any liquid. By weight it depends completely on the ingredient: a cup of butter is 8 oz, a cup of flour is 4.4 oz, a cup of honey is 12 oz, and a cup of cocoa powder is 3 oz.

Is 8 oz the same as 1 cup?

Only if it's 8 fluid ounces, or if the ingredient is butter or water. Eight ounces by weight of all-purpose flour is 227 g, which is about 1 3/4 cups plus a tablespoon. Read the "fl" carefully, because it changes the answer by 80%.

How do I convert dry oz to cups?

Multiply the ounces by 28.35 to get grams, then divide by that ingredient's grams-per-cup. For flour that's 125 g, for granulated sugar 200 g, for brown sugar 213 g, and for powdered sugar 120 g. There's no shortcut that works across ingredients.

What does 8 oz cream cheese mean in cups?

That's a weight, the standard US brick, and it's 227 g or about 1 cup of softened cream cheese. Cream cheese is dense and near butter in density, so the 8 oz to 1 cup relationship holds here better than it does for most dry goods.

Are UK ounces the same as US ounces?

By weight, yes, both are 28.35 g. By volume they differ: a US fluid ounce is 29.57 ml and an imperial one is 28.41 ml, about 4% apart. The gap grows at the pint, where the UK uses 20 fl oz against the US 16.

How many cups is 6 oz of chocolate?

Six ounces of chocolate is a weight, 170 g, and it's what most baking bars and chip bags are sized around. Weigh it or use the marked package rather than converting to cups, since chip size and shape change the volume by a lot.

Why does my cup of flour weigh a different amount every time?

Because the filling method changes how much air is in it. Spooning and leveling gives 125 g, dipping the cup into the bag compacts it to 145 g, and sifting first drops it to 115 g. That's a 26% spread on one ingredient in one cup.

Should I trust a recipe that only gives ounces?

Yes, once you've worked out which kind. Look at the rest of the ingredient list: if liquids are in fl oz and solids are in oz, the recipe is being careful and you can follow it literally. If everything says oz and the recipe is British, read it all as weight.
